JAMESTOWN — The Robert H. Jackson Center is pleased to announce its 2019 Fall Continuing Legal Education (CLE) Seminar scheduled for Tuesday, Oct. 15 at the Jackson Center, located at 305 E. Fourth St., Jamestown. Registration opens at 8 a.m. The event will begin at 8:45 a.m. with “Solar Energy Opportunities and Challenges,” a panel moderated by David P. Flynn, partner at Phillips Lytle, LLC and practice team leader for the firm’s energy, environment, and nanotechnology practice teams. Panelists for this session include Phillips Lytle attorneys Kevin C. Blake, Dennis W. Elsenbeck, Thomas F. Puchner and David P. Flynn, and Delaware River Solar project manager Daniel Compitello.

Panel moderator David P. Flynn is the Practice Team Leader for Phillips Lytle’s Energy, Environment, and Nanotechnology Practice Teams. Flynn concentrates on regulatory compliance consultations and brownfield redevelopment. He has written extensively on environmental topics, including environmental issues related to nanotechnology development. He was involved in the first successful conversion of a former industrial brownfield into a modern manufacturing facility in New York State. In addition, Flynn advises clients on business development issues and the regulation of energy before state and federal authorities. He also advises clients on the development and siting of renewable energy, merchant power generating facilities, licensing of hydropower projects, and drafting and negotiating Payment in Lieu of Taxes (PILOT) agreements associated with solar and wind projects and related advice regarding the New York Real Property Tax Law 487 tax exemption.

Topics for this session will include legal and regulatory context, the recent Development/Climate Leadership and Community Protection Act, the perspective of solar developers, an overview on solar regulations, SEQRA, zoning considerations and Article 10, RPTL 487 and tax considerations, and solar and brownfields. A question and answer session with the panelists will follow the discussion.

From 11 a.m. to 12:45 p.m., the Honorable Stephen W. Cass, acting Justice of the New York State Supreme Court and Robert H. Jackson Center board member, will facilitate a panel discussion with former and current Chautauqua County Family Court judges entitled “40 Years of Family Court: A Retrospective.” The event will conclude with a luncheon interview of Professor Helen A. “Nellie” Drew from 1 to 2 p.m. by Gregory L. Peterson, partner at Phillips Lytle and co-founder and board member of the Robert H. Jackson Center. Professor Drew is adjunct faculty at the University at Buffalo Law School and will discuss sports law, discipline of professional athletes, drug testing in sports, NCAA compliance, and Title IX.
